Key policy initiatives of the Federal Labour Party to improve business regulation April 2007 The federal Labour party election policy on business regulation reform included the following key initiatives: ● a commitment to working in partnership with the States and territories to harmonise regulations in key areas; ● enhancing the accountability of federal and state governments for harmonising regulation by commissioning the Productivity Commission (PC) to estimate the costs and benefits of harmonisation; ● provision of financial incentives to reward State and Territory governments that implement reforms based on the model used for National Competition Policy; ● a commitment to a rigorous Regulation Impact Statement (RIS) process to protect businesses from new, unnecessary regulation and the establishment of a small business advisory council to review and comment on regulatory impact statements; ● introduction of a “one in, one out” principle so that proposals for new
