On the background of international competition, topics such as education and mobility have taken center stage in academia as well as in public discussions. Moreover, it is by now recognized that labor markets are anything but homogeneous given the tremendous share of low skilled unemployed people. Hence, the prerequisite of an informed discussion and policy advice on educational matters is a sound theoretical and empirical analysis of relevant features in this field. This is what this special issue is devoted to.
